EPA's January 19, 2025, Final Outer Continental Shelf Clean Air Act Title V Operating Permit for the New England Wind 2 Project

On January 19, 2025, EPA issued OCS-R1-08-TV, the final Clean Air Act Title V operating permit for Commonwealth Wind, LLC’s New England Wind 2 (NEW2) Offshore Wind Energy Development Project. The EPA considered all public comments submitted during the public comment period in its final decision-making process. EPA has prepared a response to comments document to describe and address any significant issues raised during the comment period, and to describe the provisions of the draft permit that have been changed and the reasons for the changes.

EPA's December 2, 2024, Draft Title V Outer Continental Shelf Air Permit for the New England Wind 2 Project

On April 4, 2024, Commonwealth Wind, LLC submitted to EPA Region 1 (EPA) initial title V application requesting a Clean Air Act (CAA) permit under Section 328 of the CAA for the operation of their NEW2 Offshore Windfarm. EPA determined the application to be administratively complete on May 3, 2024. The EPA is proposing to issue the federal CAA permit based on the information in the application and the applicable air permitting regulations. The proposed permit number for the NEW2 action is OCS-R1-08-TV.
