Abstract: 

This report presents total and incremental expenditure estimates for each year during the period from 1970 through 1990. In order to produce incremental expenditure figures, the report estimates a baseline expenditure level in the absence of regulations, which was then subtracted from total expenditures. The report makes separate expenditure estimates for air pollution control, water pollution control, and solid waste management. These estimates were made at roughly the two-digit SIC level, corresponding to the categories used by the U.S. Department of Commerce, Bureau of Economic Analysis (BEA), for reporting industrial pollution control expenditures. Additional estimates are provided for state and local government, for government-owned electric utilities, and for mobile source pollution control expenditures. Separate estimates of capital investment and annual operating and maintenance expenditures are shown. In addition, the investment amounts were annualized and combined withe operating and maintenance expenditures to provide estimates of the total annualized costs of pollution controls. 

There are two volumes. Volume I contains an introduction, total and incremental capital investment expenditures, total and incremental operating and maintenance expenditures, annualized costs, and two appendices on Methodology and Data Sources, and on Mobile Source Cost Estimates. Volume II contains a third appendix containing detailed estimates for 1970-90
