EPA’s Meaningful Engagement Policy

The  Achieving Health and Environmental Protection Through EPA’s Meaningful Engagement Policy (Meaningful Engagement Policy) outlines updates on how the agency intends to engage with the public and provide meaningful public participation opportunities in all of its programs and regions.

Overview of the Meaningful Engagement Policy

The Meaningful Engagement Policy is grounded in the acknowledgment that EPA's actions to protect public health and the environment are stronger when they are informed by and reflect the lived experiences of the communities and individuals the agency serves. 

EPA’s Meaningful Engagement Policy highlights three steps to help EPA staff design appropriate and effective processes for meaningful engagement and public participation for a particular action or situation, recognizing that engagement processes will need to be tailored to meet different program or decision contexts, and the people we serve. The three steps include: 

  1. Understanding EPA actions and key issues the public can inform. 
  2. Identifying the expected level of participation using EPA’s public participation spectrum.
  3. Identifying the appropriate engagement tools and practices using EPA’s public participation model.

Although this document does not create new legal requirements or mandatory obligations for EPA, the recommendations finalized in the policy provide the public with meaningful engagement opportunities within the different EPA actions across national program and EPA regions.

Policies and Practices

The Meaningful Engagement Policy updates EPA’s 2003 Public Involvement Policy and finalizes EPA’s 2023 Draft Meaningful Involvement Policy.  

On November 16, 2023, EPA announced the release of the draft Meaningful Engagement Policy  for a 60-day public comment period. EPA received a total of 231 comments via email and the federal docket management system. EPA also received input through a series of webinars and Tribal Consultations to provide an overview of the policy and to allow the public to ask questions. View a recording of a webinar.
