Methodology Report: Inventory of U.S. Greenhouse Gas Emissions and Sinks by State: 1990-2021

Below, view the Inventory of U.S. Greenhouse Gas Emissions and Sinks by State: 1990–2021 (published in 2023), developed by the U.S. Government as a complementary annual publication to the official national Inventory. The Inventory by State includes the methodology report and the state-level data files presenting time-series estimates by gas, source/sink, and sector for each U.S. state, including D.C., tribal lands, and territories. This report describes methods used to disaggregate national Inventory by U.S. state. This state-level report is released annually after the national Inventory report. The state-level report is best read in conjunction with the corresponding national Inventory.

For the most recent methodology report and data, view EPA’s State Greenhouse Gas Emissions and Removals page. For a list of all archived methodology reports, view the U.S. Greenhouse Gas Inventory by State Methodology Report Archive page.
