Cleanup Status
The New Jersey Department of Environmental Protection (NJDEP) Hazardous Waste and Underground Storage Tank programs regulated several underground storage tanks that were taken out of service in the 1990’s. This included removal of tanks and some associated contaminated soil. One hazardous waste storage tank was closed in place and not removed. Contaminated soil was excavated from these areas, stockpiled on-site, and subsequently disposed of offsite. Based upon sampling results, contaminated soil was still present in these areas after the tank removal and soil excavation.
The NJDEP has required that the extent of the remaining soil contamination be determined, as well as any associated groundwater contamination, and appropriate remedial measures implemented. The remainder of the facility needs to be assessed to identify any other areas of environmental concern that may have to be cleaned up.
Site Description
The Langer Transport Corporation is located on Route 440 North in Jersey City, New Jersey. The facility occupies approximately 4 acres in a mixed commercial and industrial area of Jersey City. The site is bordered on the north and east by a transport company, on the south by a vacant commercial building, and on the west by Route 440. The nearest surface water, Newark Bay, is located approximately 2,000 feet west of the site.
Langer Transport has owned the property since the mid-1950s, operating as a common carrier for chemical, petrochemical, and petroleum products. The main building houses a two-story office portion and a one-story shop portion. Truck and tanker maintenance and cleaning resulted in wash wastes, waste oils, and oil and diesel fuel storage in tanks and containers.
Contaminants at this Facility
Due to leakage from former tanks and possibly other areas, chemical compounds have contaminated the soil at the site. The chemical compounds reported in the soil include 1,2,4-trichlorobenzene, naphthalene, styrene, phenol, 2-methylphenol, and benzene.
Site Responsibility at this Facility
Resource Conservation and Recovery Act (RCRA) Corrective Action activities at this facility have been conducted under the direction of EPA Region 2.
