Harmful Materials and Residential Demolition

Alert
Alert Caution

Use caution if there's any doubt about the nature or composition materials found in a residential structure.

Highlights: RCRA In Focus

The Resource Conservation and Recovery Act (RCRA) requires certain procedures when generating, storing,
transporting, or disposing of hazardous waste.

  • What are some typical RCRA wastes in construction and demolition?
  • How should I manage construction and demolition debris that contains mercury?
  • How should I manage asbestos debris?

Examples of Harmful Materials

While this is not an exhaustive list, these are examples of harmful materials you might encounter in a residential property.

  • Asbestos-containing materials (ACM)
  • EPA guidance and applicability determinations on the National Emission Standards for Hazardous Air Pollutants for asbestos (the asbestos NESHAP)
  • Mercury-containing devices
  • Lead-based paint
  • PCBs in caulk
  • Household hazardous waste
  • Light systems
    • Mercury
    • PCBs
  • Mold
  • Refrigerant-containing appliances
  • Other major appliances ("white goods")
  • Electronic waste (e-waste)
  • Automobiles and boats
  • Tires
  • Pharmaceuticals and controlled substances
  • Furniture, mattresses and other household garbage

Illegal Dumping

Unsecured and abandoned structures and vacant lots can become sites for illegal dumping (also called fly dumping or midnight dumping). Household refuse, broken-down cars, used tires, and other refuse left at abandoned lots can attract dumping.

  • An Illegal Dumping Prevention Guidebook (EPA 905-B-97-001)
  • IDEA (Illegal Dumping Economic Assessment) Cost Estimating Model User's Guide (EPA 905-B-00-002) which can be used to estimate the total costs associated with illegal dumping and the economic impact on the community
