These Web pages provide guidance to persons who are interested in manufacturing, selling or distributing minimum risk pesticides under 40 CFR 152.25(f). This guidance does not create any binding requirements, although it refers to existing statutory and regulatory requirements and guidance. The guidance is not intended to and cannot be relied on to create rights, substantive or procedural, enforceable by any party in litigation with the United States.

The Agency reserves the right to change this guidance at any time without public notice. In addition, EPA published a final rule that clarifies the list of ingredients eligible for the minimum risk exemption (December 28, 2015). The guidance on these Web pages pertains to the current minimum risk regulations.
