AUTHORIZATION TO DISCHARGE UNDER THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM

In compliance with the provisions of the Clean Water Act, as amended, (33 U.S.C. 1251 et. seq; the "Act"),

GCC Rio Grande, Inc.

Tijeras, NM 87059

is authorized to discharge from GCC Rio Grande located at 11783 State Highway 337, in Bernalillo County, New Mexico, to receiving water named Corral Canyon, thence to Tijeras Canyon, thence to Rio Grande in Segment No. 20.6.4.105 of the Rio Grande Basin, from:

Outfall 001: Latitude: 35° 04' 25", Longitude: 106° 23' 51"

in accordance with this cover page and effluent limitations, monitoring requirements, and other conditions set forth in Parts I [Requirements for NPDES Permits], II [Other Conditions], and III [Standard Conditions for NPDES Permits] hereof.
