DWTP = Drinking Water Treatment Plant
POTW = Publicly Owned Treatment Works
SSWWD = Subsurface Wastewater Disposal
SWWDS = Surface Wastewater Disposal System
WPCA(D/F/P) = Water Pollution Control Authority (Division/Facility/Plant)
WTF(P) = Water Treatment Facility (Plant)

The Massachusetts Department of Environmental Protection (MassDEP) issues a similar permit to each facility under the state’s Clean Waters Act. All commenters who want MassDEP to consider their comments in the state decision-making processes (i.e., the separate state permit and the CWA § 401 certification) must also submit such comments to MassDEP during the state comment period for each state draft permit and CWA § 401 certification.
