Rule Summary

Acrylic and Modacrylic Fibers are synthetic polymer fibers manufactured using acrylonitrile as a primary monomer.  Acrylic fibers are those composed of at least 85 percent by weight of acrylonitrile units.  Modacrylic fibers are those composed of less than 85 percent but at least 35 percent by weight of acrylonitrile units.  Acrylic and Modacrylic Fibers are used for a variety of purposes, for example, the production of carbon fibers, apparel, home furnishings, carpets and rugs, and in other industrial and consumer applications (e.g. paint-roller covers).

This National Emission Standards for Hazardous Air Pollutants (NESHAP) for Acrylic and Modacrylic Fibers Production Area Sources was promulgated in 2007 and was amended in 2008.   This regulation sets standards for process vents, fiber spinning lines, storage vessels, process and maintenance wastewater, and equipment leaks.  Emission standards consist of numerical limits for acrylonitrile emissions.  This NESHAP includes various testing, monitoring, and recordkeeping requirements.
