Rule Summary

These national emission standards are for the control of hazardous air pollutants for nine area source categories in the chemical manufacturing sector: Agricultural Chemicals and Pesticides Manufacturing, Cyclic Crude and Intermediate Production, Industrial Inorganic Chemical Manufacturing, Industrial Organic Chemical Manufacturing, Inorganic Pigments Manufacturing, Miscellaneous Organic Chemical Manufacturing, Plastic Materials and Resins Manufacturing, Pharmaceutical Production, and Synthetic Rubber Manufacturing.

The standards and associated requirements for the nine area source categories are combined in one subpart. The final rule established emission standards in the form of management practices for each chemical manufacturing process unit as well as emission limits for certain subcategories of process vents and storage tanks. It also established management practices and other emission reduction requirements for subcategories of wastewater systems and heat exchange systems.

The proposed amendments, signed on January 8, 2025, will protect air quality and public health by reducing emissions of hazardous air pollutants (HAPs) such as ethylene oxide (EtO). This action proposes to list a new area source category that will control EtO emissions from area source chemical manufacturers in the CMAS NESHAP. In addition, this action proposes EtO specific requirements such as fenceline monitoring; increased control of emissions from process vents, storage tanks, wastewater, and flares; and stringent leak detection and repair (LDAR) programs for equipment, heat exchanger systems, and pressure relief devices in EtO service.
