Rule Summary

This rulemaking would affect epoxy resin manufacturers that produce basic liquid epoxy resin, which is often used to produce a cured resin with desired properties for adhesives, coatings, and other plastic applications.

This rulemaking would also affect non-nylon polyamide resin manufacturers that use epichlorohydrin in the production of wet strength resin, which is used to increase the tensile strength of paper products.

 The rule is estimated to reduce emissions of hazardous air pollutants (HAP), mainly epichlorohydrin, by approximately 105 tons per year. Epichlorohydrin is considered a probable human carcinogen when inhaled and causes additional toxic effects.
