Rule Summary
These national emission standards for hazardous air pollutants (NESHAP) are for new and existing organic liquids distribution (OLD) (non-gasoline) operations, which are carried out at storage terminals, refineries, crude oil pipeline stations, and various manufacturing facilities. When the rule was originally promulgated on February 3, 2004, the EPA estimated that approximately 5,300 megagrams per year (Mg/ yr) (5,900 tons per year (tpy)) of HAP were emitted from facilities in this source category. The EPA estimated that the original standards resulted in the reduction of HAP emissions from major sources with OLD operations by 60 percent. Although a large number of organic HAP are emitted nationwide from these operations, toluene, hexane, methanol, xylenes, and benzene are among the most prevalent. These HAP have been shown to have a variety of carcinogenic and noncancer adverse health effects.
