Proposed Risk and Technology Review Amendments to Air Toxics Standards for Carbon Black Manufacturing Production
January 14, 2021—The U.S. Environmental Protection Agency (EPA) proposed to amend the 2002 National Emission Standards for Hazardous Air Pollutants (NESHAP) for Carbon Black Manufacturing Production. EPA is proposing minor amendments to enhance the effectiveness of the rule by improving compliance and implementation, as well as broadening the existing emission limit to account for unregulated processes.
Following a residual risk and technology review (RTR) conducted under the Clean Air Act (CAA) for the major sources, EPA is proposing several changes to the rule.
