Title

California – Household Hazardous Waste & Used Oil Grant Program

Purpose

The Household Hazardous Waste (HHW) grants are primarily competitive grants made available by the California Department of Resources Recycling and Recovery (CalRecycle) per Public Resources Code, Division 30, Part 7, Article 3.5, Section 47200 to help local governments establish or expand HHW collection programs. 

Type of Assistance Grant
Eligible Applicants California cities, counties, and local agencies, including Indian reservations and Rancherias, with direct responsibility for HHW management are eligible to apply. Qualifying Indian Tribes with direct responsibility for HHW management. A “Qualifying Indian Tribe” is defined as an Indian Tribe, band, nation or other organized group or community, residing within the borders of California, which 1) Is recognized for special programs and services provided by the United States to Indians because of the status of its members as Indians; or 2) Can establish that it is a government entity and meets the criteria of the grant program.
Eligible Activities

All applicants must include one or more of the focus areas in their application to be eligible for this cycle:

  • HHW public education and outreach for general audiences (may include extended producer responsibility or EPR information).
  • Implementation of sustainable EPR collection opportunities (e.g., retail take-back or collection events of batteries or fluorescent lamps).
  • Setup and operation of temporary or mobile collection program for one-day or multiday collection events.
  • Minor improvements to an existing HHW facility. (Examples include but are not limited to: storage bins, signage, painting, paving, shelving, etc.)
  • Purchase of personal protection equipment
  • Eight-hour refresher Hazardous Waste Operations and Emergency Response Standards (HAZWOPER) training.
  • Project(s) that:
    • Determines and implements the safest and the most cost-effective methods for collecting propane gas cylinders and/or marine flares.
    • Implements effective education programs and identifies effective incentives that reduce the disposal of household hazardous waste.
  •  New or expanded curbside and/or door-to-door collection programs to allow for the collection of new and eligible HHW materials.

Solicitation Process/Timeline

Application materials for fiscal year (FY) 2024–25 were due August 20, 2024.

Proposal Elements/Scoring Criteria

There is no scoring criteria. Staff will review all applications to confirm project eligibility and evaluate the application to determine if the application meets all requirements. A random selection process will be conducted if the cycle is oversubscribed.
