Pollution Prevention (P2) Grant Program

Title Pollution Prevention Grant Program, Catalogue of Federal Domestic Assistance Number 66.708
Purpose For states and Tribes to provide businesses with technical assistance to help them develop and adopt P2 practices.
Type of Assistance Grant, Cooperative Agreement
Eligible Applicants States, state entities (colleges and universities recognized as instrumentalities of the state), the District of Columbia, the U.S. Virgin Islands, the Commonwealth of Puerto Rico, any territory or possession of the U.S., and federally recognized Tribes and intertribal consortia.
Eligible Activities

Projects must fit within one of the six established National Emphasis Areas:

  1. Food and beverage manufacturing and processing. 
  2. Chemical manufacturing, processing, and formulation.
  3. Automotive manufacturing and maintenance.
  4. Aerospace product and parts manufacturing and maintenance.
  5. Metal manufacturing and fabrication.
  6. Indian Country and Alaska native villages.
Excluded Activities/Other Restrictions The program does not support projects that focus on recycling, reuse, waste removal or any activity that alters the physical, chemical or biological characteristics or the volume of a hazardous substance, pollutant or contaminant through a process or activity that is not integral to and necessary for the production of a product or essential to providing a service.

Typical Award Amount (if applicable) Individual grant awards are up to $800,000 for the two-year funding period or $400,000 funded per year.
Total Awarded Fiscal Year 2022 and 2023 Approximately $9.38 million in total federal pollution prevention grant funding has been awarded for FY 2022–FY 2023 grants ($4.69 million in FY 2022 funds and $4.69 million in FY 2023 funds).
Match Requirement (if applicable) Fifty percent. Federally recognized Tribes and intertribal consortia that receive a P2 grant award and place the approved workplan into a performance partnership agreement will have their cost share/match requirement reduced from fifty percent to zero.
Solicitation Process/Timeline Funding cycle is two years. Proposal deadline is usually in the late spring.
