State Grant Policy and Guidance

EPA issued these documents to help implement UST and leaking UST program activities in states and territories. 

Prevention

• Program Guidance for Prevention Assistance Agreements Awarded Under the Leaking Underground Storage Tank (LUST) Trust Fund Program (EPA-510-K-23-001, February 2023).  Developed to assist EPA regions in awarding their state and tribal LUST prevention grants. Provides guidance on eligible uses of LUST prevention money as well as accounting and performance measures information. 

Cleanup

• Leaking Underground Storage Tank Trust Fund Corrective Action Cooperative Agreement Guidelines (pdf) (539.84 KB, November 2023, 510-B-23-01)
  This document replaces the 2016 LUST Trust Fund Cooperative Agreement Guidelines. It provides states and the EPA with guidelines and requirements for managing LTF corrective action (cleanup) cooperative agreements.

  This document replaces the 2016 policy. This document identifies requirements, objectives, and responsibilities for LTF cost recovery under state LTF corrective action cooperative agreements. It is a companion document to the Leaking Underground Storage Tank Trust Fund Corrective Action Cooperative Agreement Guidelines.
