The lists below are intended to be illustrative and not exhaustive. This document presents the Agency’s preliminary guidance to eligible courses and is a living document which may be revised and updated. It is recommended that users check back frequently.

The detailed description of what is provided in the applicant's application, in response to the Brownfields Job Training Request for Applications, will be used to determine whether the proposed training course is eligible or not. All training must have a direct connection to facilitating the inventory of brownfield sites, site assessments, remediation of brownfield sites, community involvement, or site preparation.

Training Courses that may be eligible but need a specific connection to facilitating the inventory of brownfield sites, site assessments, remediation of brownfield sites, community involvement, or site preparation

  • Alternative Energy Tech Retrofit Training For Brownfields - The training must address preparing the site for post-cleanup installation of these technologies. The training can not focus on installing solar and other renewable energy technologies for post-cleanup reuse of brownfield sites. 
  • Bloodborne Pathogens - The training must only cover how to mitigate safety risks from bloodborne pathogens in a site remediation setting. Training in manufacturing activities falls outside the scope of the Brownfields Job Training Program. 
  • Air Monitoring/ Emissions and Air Permitting - This training would not be eligible, under the Brownfields Job Training Grant Program, if it addresses air emissions permitting generally. The training must be narrowly focused on permitting for remediation projects.
  • Stormwater Management on Brownfields Sites – This training cannot relate to understanding the water permitting system, as this will not help trainees learn how to assess, remediate, or prepare brownfields sites for reuse and does not have a sufficient connection to community involvement in a brownfields site assessment, remediation, etc. The training must be to prepare brownfield sites for sustainable reuse.

Example Ineligible Training Courses with Brownfields Job Training Grant Funds

  • Computer Numerical Control (CNC) Machinist – This course aims to equip participants with the knowledge and skills required to minimize the environmental impact of CNC machining processes and contribute to sustainable manufacturing practices. The Brownfields Job Training Program does not have the authority to fund the course. The activities have little if any connection to assessing, remediating and preparing brownfield sites for reuse. The OEJECR Community Change Grant NOFO which covers workforce development in specialties that reduce air pollution, would be a better option to receive funding for this training course. 
  • FEMA 100, 700, and FEMA Incident Command - Using grant funds to provide a course that is available without charge from FEMA would not meet the 2 CFR 200.403(a) “. . . necessary and reasonable for the performance of the Federal award . . .” test of allowability. 
  • Solar Theory and Installation - Funding for this training is not authorized by Brownfields Job Training Program given that the focus is on installing solar and other renewable energy technologies for post-cleanup reuse of brownfield sites. Training on preparing a site for the installation of solar panels would be eligible, but training on the actual installation is not  . 

Other examples of ineligible training include installation of energy efficiency technologies in businesses/residences, general education in math, language, etc., general cultural awareness that is not related to community involvement in planning for assessment/remediation/ site preparation, manufacturing processes or accounting and similar skills needed to start a small business.
