About Targeted Brownfields Assessments

A Targeted Brownfields Assessment is an environmental investigation that documents environmental conditions at a property under consideration for redevelopment.

EPA can provide communities and nonprofit organizations with free environmental assessments, cleanup planning, and visioning services for brownfield properties with redevelopment potential.

A Targeted Brownfields Assessment may encompass one or more of the following activities:

  • An “all appropriate inquiries” assessment (Phase I), which includes a background and historical investigation and a site inspection;
  • A full site assessment (Phase II), including sampling activities to identify areas of contamination and types and concentrations of contaminants; and
  • The determination of how much more investigation is needed and/or the evaluation of cleanup or containment options and costs, based on planned uses after redevelopment.
  • The Targeted Brownfields Assessment program works closely with your state environmental agency. Our goal is a seamless transition into your state or tribe’s program, if necessary.

Additional qualifications:

  • Applicant must show community need and have redevelopment plans for the contaminated property.
  • The applicant should apply on behalf of a specific site which it currently owns or can obtain or is “abandoned”.
  • Sites where the applicant could be considered a responsible party for the contamination are not eligible for Targeted Brownfields Assessment assistance.
