It also identified ways to improve program effectiveness and efficiency; recommended experimental incentives to encourage states to issue permits and permit revisions in a more timely manner; identified the causes for delays and the corrective actions that needed to be taken; and helped OAR make progress toward reaching OAQPS' Government Performance and Results Act goals and Performance Assessment Rating Tools targets for the Title V program. |
