Required Procedures for RFS Compliance Reporting

Submitters are required to use e-signature to sign the Copy of Record for EPA Moderated Transaction System transactions. This procedure eliminates the past practice of submitting separate RIN Generation and RIN Transaction reports.

Attest Engagements

Fuel producers and importers are required to submit attestation engagements annually to comply with 40 CFR Part 1090.

Diesel Programs

Manufacturers that own, lease , operate, control or supervise a fuel manufacturing facility are required to report annually to comply with 40 CFR part 1090.

Fuel and Fuel Additive Registrations

Manufacturers and importers of fuels and fuel additives must submit annual reports to maintain their registrations under 40 CFR Part 79.

Gasoline Programs

Producers and importers of reformulated gasoline, RFG blendstock for oxygenate blending, conventional gasoline, or conventional gasoline blending components are required to report quarterly and/or annually to comply with 40 CFR Part 1090.

Participants in the Fuels Averaging, Banking, and Trading credit program must report credit transaction in EMTS.

Renewable Fuel Standard

Gasoline and diesel refiners and importers, most renewable fuel producers and importers, and all parties who own RINs are required to report in two ways to comply with the Renewable Fuel Standard program:

Quarterly or Annual Reporting

Survey Programs

Independent surveyors are required to report quarterly and annually for the National Fuels Survey Program and quarterly for the National Sampling and Testing Oversight Program to comply with 40 CFR Part 1090.
