Background

Drug & Laboratory Disposal, Inc. (DLD) would be allowed to continue operating as a commercial PCB storage facility under the Toxic Substances Control Act (TSCA) if an approval renewal is granted from the U.S. Environmental Protection Agency.

DLD operates as a PCB commercial storage facility, meaning DLD only stores PCB-wastes, but does not treat PCB-waste at the site. EPA originally issued a PCB commercial storage approval to DLD on December 16, 1997. DLD submitted a renewal application to EPA, the final portion of which was received on April 3, 2020. DLD is also a hazardous waste treatment, storage, and disposal facility under a separate permit with the state.

The proposed EPA approval would allow DLD to store up to 3,685 gallons of PCB items (PCB small and large capacitors; PCB and PCB-contaminated transformers; PCB containers filled with PCB samples, debris, clothes, and sawdust; and PCB containers filled with PCB liquids including paint wastes) and 5,000 gallons of PCB liquids in a storage tank. The types of PCBs to be stored at the facility are the same as in the current approval. DLD is requesting to add 1,485 gallons of PCB storage capacity to their proposed approval renewal. 

EPA has determined the company has shown the operation does not present a risk to human health or the environment. The approval outlines specific conditions under which DLD must operate the facility.

EPA took comments from the public on the proposed approval for DLD located at 331 Broad Street, Plainwell, Mich.

The draft PCB commercial storage approval was open for public comment from July 10, 2020, to August 10, 2020, and has now ended. Copies of the draft PCB commercial storage approval and supporting documents (i.e., DLD application) are located at the Ransom District Library and posted online (you can find more information below).
