Public Notice: PCB Commercial Storage Approval for Emerald Transformer PPM LLC

Background

EPA proposed an approval renewal that would allow Emerald Transformer PPM LLC (Emerald Transformer) to continue operating as a commercial polychlorinated biphenyl (PCB) storage facility under the Toxic Substances Control Act (TSCA).

Emerald Transformer operates as a PCB commercial storage facility. At the facility, Emerald Transformer disassembles and decontaminates PCB-contaminated and non-PCB electrical equipment and stores PCBs and PCB Items.

The proposed EPA Approval would allow Emerald Transformer to store up to 120,340 gallons of PCBs and PCB items including PCB debris, PCB wash water, PCB liquids in containers, small and large capacitors, PCB transformers (full and drained), and PCB liquids in storage tanks. The types and quantity of PCBs to be stored at the facility are the same as in the current approval.

EPA has determined the company has shown the storage operation does not present a risk to human health or the environment. The approval outlines specific conditions under which Emerald Transformer must operate the facility.

Before a final decision is made, EPA took comments from the public on the proposed approval for Emerald Transformer. The draft PCB commercial storage approval was open for public comment from December 7, 2020 to  January 7, 2021.

Copies of the draft PCB commercial storage approval and supporting documents are located at the Twinsburg Public Library, 10050 Ravenna Rd, Twinsburg, Ohio, 44087 and posted online (find out more below). Comments were accepted on the draft EPA approval, not the supporting documents.

In 1995, EPA issued a PCB commercial storage approval to Safety-Kleen PPM Inc., former owner of the facility. The commercial storage approval was modified in 1999 to increase the maximum inventory of PCBs and PCB items which could be stored in the PCB storage area.  In 2002, Safety-Kleen PPM Inc. was granted a TSCA approval to process fully drained PCB-contaminated electrical equipment.  In 2018, EPA received a signed affidavit from Emerald Transformer stating that it would follow the conditions of the TSCA PCB approvals issued to Safety-Kleen PPM Inc.  In February 2018, Emerald Transformer submitted a final version of a renewal application to EPA.
